Date : 28 -29 December 2002

IN CONJUNCTION WITH THE MINISTRY OF WOMEN AND FAMILY DEVELOPMENT

Introduction

In January 2003, the policy of teaching Mathematics and Science in English will be implemented. NCWO believes in the merits of teaching Mathematics and Science in English and has given its full support to the policy.

Whilst feeling assured about the massive effort that has been undertaken by the Government to ensure the smooth implementation of the programme - the number of teachers who have been trained, the teaching-learning materials that are being made available and the necessary equipment and infrastructure that have been put in place - NCWO nevertheless is aware of the lingering concerns and fears of its members about the potential glitches that are likely to occur during the period of adjustment. Examples of concerns include technical breakdowns, matters related to educational content and the teaching-learning process. More importantly, because of the enormous nationwide simultaneous launch of the programme, the concerns mainly revolve around the issue of how the Government is going to handle these problems speedily and effectively so that the children’s education will not be adversely affected.

To allay the parents’ fears, particularly in the initial period, NCWO proposes the establishment of a network to monitor the teaching of Mathematics and Science in English (NeTMaS).

Aim of NeTMaS

To provide a supportive network for parents, teachers, school administrators, education officers and any other significant stakeholder by enabling them to share their observations about good practices and issues of concern or gaps and deficiencies about the teaching of Science and Mathematics in English as well as to encourage them to offer suggestions and opinions aimed at quality improvement and enhancement. This Network will supplement existing monitoring mechanisms of the Ministry of Education and will operate in a very non intrusive but helpful manner.

The network is connected with a central facility or call centre that is readily accessible by telephone hotline, facsimile, email and other forms of communication (e.g calls to radio and TV stations, SMS). The central facility will act as an independent and people-friendly centre for receiving all information and feedback, referring the information to relevant agencies as well as monitoring the actions that have been taken.

Participants of the NeTMaS

NeTMaS will comprise NCWO members who will receive training on the systematic and professional way of observing, reporting and receiving findings, opinions or suggestions to improve the teaching of Mathematics and Science in English. The ultimate aim of the Network is to share good practices, opportunities as well as gaps, deficiencies and issues of concern for quality Each participant will be credentialed and made known to the school administration. NCWO aims to set up a network of about 3000 people distributed nationwide, with particular focus on schools in rural areas. To set up the network, NCWO will conduct a national workshop on 28 December, to be followed by 14 follow-up workshops at State level.

Aim of Seminar and Training Workshop

The aim of the seminar and workshop is to:

  1. Explain the rationale of teaching Mathematics and Science in English
  2. Demonstrate the preparations for teaching Mathematics and Science in English
  3. Explain the organizational set up and mechanisms for providing and receiving feedback on the teaching of Mathematics and Science
  4. Develop guidelines and train participants in the use of the reporting format
