seminar was held to study a Women’s Bureau that led to the formation of
NACIWID. 1975
The NCWO organized
International Year Conferences calling for representations of women’s organizations
in the Asean Region. This led to the formation of AWP (ASEAN WOMEN’S
PROGRAM) and ACWO (ASEAN CONFEDERATOIN OF WOMEN’S ORGANISATIONS).
1978
A
series of workshops were held, the findings of which were discussed at a national
conference in conjunction with UN Year of the Child in 1979. A memorandum
and a Children’s Charter were presented to the Prime Minister and to relevant
ministries 1976 The National Advisory
Council for The Integration of Women in Development (NACIWID) was set up.
In conjunction with the UN World Conference in Nairobi, a NCWO workshop was
held and a Memorandum containing 7 resolutions and recommendations was presented
to the Government on major legislation that discriminated against women:
Resolution 1: Rape Resolution 2: Domestic violence Resolution
3: Custody, Guardianship & Maintenance Resolution 4: Inheritance
and Property Rights women Resolution 5: Labour Law Resolution 6: Income
Tax Laws Resolution 7: Social Security 1986 - A national conference
on issues related to rape was held. Outcome of the conference:
A special investigation unit of women police officers was set up by
the Royal Malaysian Police. - A rape investigation kit was produced by the
Ministry of Health for use in Government Hospitals. - A one stop
crisis centre was set up in General Hospital, K.L. 1995 About 150 participated
in the NGO forum and NCWO representatives were part of the Government Delegation
to the Beijing Conference. Government acceded to the CEDAW Convention
with some reservations. A memorandum was submitted to Government calling
for the removal of blanket reservations placed on CEDAW except for two, others
have been removed. August to December 1995 talks, forums, discussions
were held to share the Beijing Experiences. 1996 Post-Beijing National
Conference was held to identify areas from the PFA for incorporation into the
National Policy on Women - Action Plan. 1997
Worked on the following children’s issues: -Missing cildren
-Making urban Areas Child Friendly Road Show to raise awareness of DVA
was held in collaboration with HAWA at state and district level in year 1996 -
1997,. Conducted para-counsellors training programme. A
National Conference was held in collaboration with Sisters in Islam on the Syariah
Family Laws and a comprehensive Memorandum was presented to the Prime Minister
and relevant authorities. The Cabinet appointed NCWO as Secretariat
for a “Women and Savings” programme. Bank Negara launched
a “Women and Savings” campaign. In 90% of Government
Hospitals a One-stop Crisis Centre (OSCC) has been set up by the Ministry
of Health. With financial assistance from the Ministry of National Unity
and Social Development a Legal Literacy Campaign was carried out nation
wide. Inter-Ministerial Committee was re-activated to monitor the National
Plan of Action. With financial assistance from UNICEF, a campaign
is being carried out by NCWO and MKKM to raise awareness of local councils
on the need to make urban areas child friendly. 1998
Participated in the preparation of the NGO Report for the ICPD +
5 Forum. NCWO representative attended the Conference. Have
set up a Women’s Watch to protect and further enhance the rights
of women and to closely liaise and interact with relevant government agencies
to assess the present position of women and to urge for major reforms and changes.
1999 MKKM and NCWO supported
by UNICEF held a Workshop for representatives of Local Council on 30 July,
1999 re campaign to make urban areas child friendly. NCWO in collaboration
with Friedrich Ebert Shiftung organised the seminar to highlight issues and challenges
to be faced in the new millennium. Women’s perspectives on the issues
were identified and strategies for action were also looked at A workshop
was held in October 1999 to raise the awareness of women of the aim and objective
of MAPEN 11 to give them an opportunity to present their views, ideas and put
forward some recommendations on the vision and future challenges of national development.

II WOMEN'S FORUM: The WOMEN'S FORUM

Knowledge II was held in Kuala Lumpur, 7-10 March, 2000, which comprised of three
related components, GLOBAL KNOWLEDGE FORUM, GLOBAL KNOWLEDGE PARTNERSHIP ACTION
SUMMIT and KNOWLEDGE FAIR. It brought together participants from all
walks of life and from countries around the world with a special emphasis on agents
of change i.e. thinkers and doers from developing countries. The theme was
"Building Knowledge Societies: Access, Empowerment and Governance".
During
the GK II Conference NCWO with co-sponsorship from UNDP Malaysia and UNDP Asia
Pacific Gender Equity Network (APGEM) organised the GK II WOMEN'S FORUM.
The WOMEN'S FORUM brought together about 130 women from all parts of
the world to discuss the opportunities and challenges facing women in the new
information age. To ensure the participation of young women in the GK
II Youth Forum NCWO in collaboration with UNICEF brought together two young
women between the ages of 18 and 24 from Cambodia, Thailand, Vietnam, Brunei D.S.,
Myanmar and Vietnam and five from Malaysic. As a follow-up of the GK
II WOMEN'S FORUM, a Basic computer course was organised for Senior Women Leaders
from our affiliated organisations.

Malaysia hosted the 9th ACWO General Assembly and Conference on the
theme "THE NEW MILLENNIUM - ASEAN WOMEN TAKING STOCK AND MOVING FORWARD"
which was held in Kuching, Sarawak 4-7 May 1000. It brought together
delegates from Brunei Darussalam, Cambodia, Indonesia, Laos, Myanmar, Philippines,
Singapore, Thailand, Vietnam and Malaysia, with a large number of observers from
Kuching, Sarawak. The Keynote address was presented by the Patron of
ACWO, YAB Datin Seri Dr Siti Hasmah Haji Mohd Ali on the theme. The
Conference was officiated by YAB Datuk Patinggi Tan Sri (Dr) Haji Abdul Taib Mahmud,
The Chief Minister of Sarawak. The KUCHING DECLARATION was adopted
by the delegates. NCWO conducted a study on the Family Court system available
in other countries and prepared a Memorandum. The Memorandum served as a
basis for discussion at a Workshop organised by NCWO supported by NACIWID and
HAWA. NCWO is working with HAWA on the formulation of the FAMILY COURT
ACT. Discussions are also held with Y. Bhg. Datin Fauziah Ramly,
Bahagian Hal Ehwal Undang-Undang, Jabatan Perdana Menteri, on the starting of
a Family Court pilot project in Kuala Lumpur. With reference to Family Court,
a discussion was held with YB Dato Shahrizat Abdul Jalil and YB Dato Rais Yatim.
The Beijing + 5 Review Report prepared by NCWO was presented at the
ASIA PACIFIC Regional Meeting and submitted to APDC, HAWA, Women Environmental
Development Organisation (WEDO) New York and NCWO Affiliates. 24 July,
2000: A DIALOGUE session was held with YAB Dato' Seri Dr Mahathir
Mohamad at Putrajaya. 17-18 August, 2000: WANITA 2000 CONFERENCE
was officiated by YAB Dato Seri Abdullah Haji Ahmad Badawi. It was organised
by NACIWID with a view to obtain input for the 8th Malaysian Plan.

NCWO Science & Technology Commission under the Chairmanship of
Prof. Dr Faridah Habib Shah launched a project called Networking Women:
Empowerment through ICT, that demonstrates the use of IT and multimedia to
provide networking facilities to organisations affiliated to NCWO. This
project has been undertaken due to:-

relative lack of awareness among women about the use of benefits of ICT |

low level of ICT resources in women's organisation | | |  | the
lack of knowledge about ICT and their applications and the lack of skills in using
ICT in women's oganisations

need to improve communications and means of communication among associations |

lack of reliable quantitative and qualitative information about the work of women's
organisations. |
Participants
to the project were identified from amongst NCWO affiliates who both responded
to the survey questionnaire, attended the follow-up briefing sessions and workshop
organised by Prof. Dr. Faridah Habib Shah.

the chairmanship of Prof. Farida habib Shah, The S&T commission (NCWO),The
Networking Working project, HAWA, UNDP together with Third
World Organisation of Women in Science (TWOWS, MIMOS Bhd, endorsed by Ministry
of Energy, Communications and Multimedia held an International Forum on the theme
"WOMEN IN THE NEW ICT ERA; CHALLENGES AND OPPORTUNIES".
A Memorandum was presented to YB Dato Shahrizat as leader of the Delegation
to the UN General Assembly Special Session in New York. containing issues
for consideration pertaining to the Beijing Plus Five Review at the UN General
Assembly Special Session..

Mentorship and Leadership Programme | | | | (MLTP)
was organised together with YWCA Malaysia to enable young women and girls to develop
skills and expertise which would equip and empower them to be involved in the
decision making processes, in the non-governmental organisations, the corporate
bodies or in politics. NCWO in collaboration with CAP organised a two-day
workshop on "SUGAR THE SILENT KILLER". The Ministry
of Energy, Communications and multimedia invited NCWO to a dialogue session on
the "PERSONAL DATA PROTECTION (PDP) BILL". The PDP Law
is envisaged to be a world class leading edge cyberlaw that provide, for higher
levels of personal data protection. As in previous years NCWO presented
its proposals to the 2000 and 2001 Budget Dialogue Sessions at
the Ministry of Finance. | | |
